Important Appeal Information:Occupation & Real Estate Appeals are held twice a year. In the spring, Interim appeals are heard.These appeals are a result of a property owner filing an appeal within the 40-day time frame explained on the backside of a change notice they received by mail from this office. The only other time a property owner can file an appeal is during the "open appeals months", this yearly time frame runs from July 1st – Sept. 1st. Important Clean & Green Information:Clean & Green Application Yearly Deadline is June 1st. Notice of Conveyance Applications must be filed 30 days before any change in ownership. This includes: removing a name from ownership (such as a divorce), adding an additional owner or owners to a parcels covenant. Bradford County may assess a civil penalty of $100.00 to a person for failure to file the notice. Any questions or concerns you may have regarding the Clean & Green Program can be answered by the Assessment Office.Please Call 570-265-1714. Homestead / Farmstead Exclusion Information:Yearly Filing Period is:December 15th- March 1st. This is the only time of year that the applications are processed. The School Districts are responsible for sending out the Homestead / Farmstead Applications, within their district area, to property owners who have not yet been approved for the program. Property owners must complete the form and return it to the Assessment Office by 5PM on March 1st, no exceptions. You will received a notice in the mail whether you qualify or not to receive a Homestead / Farmstead Exclusion. How Your Assessment Works:Pennsylvania works on a base year concept. This means the market values established in the county are those from the last reassessment, (which was in 1999). The county’s pre-determined assessment ratio is 50% of the Fair Market Value. For example: your market value is $50,000, your assessment is $25,000 This is true for all types of properties. Anytime a change, addition or removal of value occurs on a property, the market value changes, which makes the assessment change. These changes are based on the 1999 Market Values. Appeals are the exception; they are based on current market values. Tax dollars are derived from multiplying the mill rates and the assessments. Each taxing body sets their own mill rates, depending on their budgetary needs. The Assessment Office does not set the millage rates for any taxing authority, nor does this office collect any tax dollars. |
