Bradford County Human Services is the name given to the combined county agencies of Child Care Information System (formerly known as Day Care), Children and Youth Services, Drug and Alcohol, Mental Health, and Mental Retardation. This office also administers the Human Services Development Fund and Homeless Assistance Program for the County Commissioners. Bradford County Commissioners established the Human Service Agency to better serve residents. Common goals are:

  • To provide a range of services so that no one will need to leave the area to receive the services they need.
  • To preserve families, because they are the best place for people to be.
  • To ensure that all people are free from harm within their homes and communities
  • To facilitate communication between professionals.

This is the agency in Bradford County, which must investigate allegations of child abuse and neglect and provides services to children and their families to keep them together. Protecting children in their own home is a primary goal for the agency. When in-home services cannot keep the child safe, out of home placements (foster care, group home care, or residential care) may need to be made. Planning for children includes contacting parents, schools and other agencies. When children are removed from their home, the agency is required to make permanency plans for the child which ranges from how best get the child back to his home or begin to look for another home where he can grow up in a family. Child support for placements is sought in all cases. The support is determined through the Domestic Relations Office. There may be fees for other services.

This program is now officially called the Child Care Information System. It manages the subsidized day care service in Bradford and Sullivan counties. The CCIS determines eligibility, manages subsidized funds, authorizes services, manages a waiting List, and pays providers for services. Center care, group care, and home day care are available. There are sliding fee scales and private pay fee schedules. Some sites have after school and summer programs for school age children.


Bradford County Drug & Alcohol Program

The Drug and Alcohol Program serves individuals and family members who are facing complications in life because of the use/abuse of drugs and/or alcohol in Bradford and Sullivan counties. The services funded through this program are for individuals who are uninsured or eligible for medical assistance. Pregnant women are given preferential treatment. Intravenous (I.V.) Drug users are given priority in services. Services available include: assessments for outpatient counseling, partial hospitalization, administrative case management, and intensive case management. Using funding from the Department of Health and the Department of Public Welfare.


Bradford/Sullivan Mental Health Services

This agency provides services and planning for the provision of services for individuals needing mental health supports and services. Clinical services are available through Northern Tier Counseling, Inc. at 265-0100, 888-4901, and 928-7060. Crisis Services are available by calling Guideline at 800-332-6718. The Child and Adolescent Services System Program (CASSP) Coordinator, Intensive Case managers, and Base Services Unit Caseworker can be contacted at 265-5142 or 1-800-588-1828.


Bradford/Sullivan County Mental Retardation Services

The program provides services to person with mental disabilities and their families to help them lead full lives in their own communities. Services include family supports, residential programs and supports, employment and vocational rehabilitation programs and case management. This is also the agency that runs the Early Intervention Program for children birth to three years old with developmental delays.
