Dept Descriptions

In the Commonwealth of Pennsylvania, county commissioners oversee the operations that are specified by the state of Pennsylvania. Three county commissioners are elected every four years to manage and administrate the business of the county.

Office Services

In their duties the county commissioners:

  • Appoint citizens to boards, commissions and authorities
  • Advertise and award contracts
  • Adopt the budget of the county
  • Oversee approximately 761 employees: 507 full-time and 254 part-time
  • Serve as the county
    • Board of Elections
    • Registration Commission
    • Salary Board
    • Prison Board
    • Retirement Board
    • Board of Assessment

 

 

 

 

To assist the commissioners with their administrative duties they appoint a chief clerk who is responsible for:

  • Advertising
  • Contract negotiations
  • Aiding the commissioners with the development of the budget
  • Day-to-day management and operations of the county
  • Keeping of the books and accounts of the Bradford County commissioners
  • Recording and filing of their proceedings and papers

  • Daryl Miller

    Chairman

    Daryl Miller, former co-owner and CEO of Cornell Industrial Corporation, brings with him to the Commissioner’s office more than three decades of business experience. Daryl began his career at Cornell in 1974, working his way up through the company while continuing his education. Starting out in an entry level job, he moved up within the company, becoming a shop floor manager, equipment designer, sales manager, plant manager, executive vice president and then ultimately becoming CEO and co-owner. Daryl looks forward to the next four years, with all the opportunities and challenges, to be a part of positive change within our county. Daryl lives in Terry Township with his wife Kay. As a father, grandfather and life-long resident of Bradford County, his desire as a County Commissioner is to ensure that we hand our future generations the opportunity to prosper and grow in this beautiful county.

  • Doug McLinko

    Vice Chairman

    Doug McLinko graduated from Towanda Area High School in 1976. He has owned and operated various businesses in Bradford County for over 25 years. Doug is married to Linet Nyabwari McLinko and has six children: Anthony, Bradley, Marishia, Ashley, Patrick and Elias. He was the Chairman of Wysox Township Supervisors for two terms. During his term as supervisor he lowered taxes by 17 percent, and Wysox Township is now one of the lowest taxed townships in the state of Pennsylvania. He is the Chairman of the Bradford/Sullivan County Salvation Army Service Unit, member of the Chamber of Commerce, a member of the Wysox Planning Commission, Wysox Municipal Authority, Independent Order of the Odd Fellows, Member of the Masonic Lodge Rome PA, America’s Rural Energy Coalition, Endless Mountain Heritage Region, SERVE INC., Tourism, . Doug also serves on the Republican Committee and the Republican Executive Committee.

  • Zachary Gates

    Commissioner

    Zachary Gates is serving his first term as a Bradford County Commissioner. A seventh-generation Bradford County native, Zachary is a 1998 graduate of Troy Senior High School, a 2002 graduate of The Pennsylvania State University (B.S. Chemistry, Phi Beta Kappa), and a 2005 graduate of The Pennsylvania State University – The Dickinson School of Law (J.D., cum laude). From 2005 to 2016, Zachary worked as an attorney at two large law firms in New England, where he maintained a litigation practice in Vermont, New Hampshire, and Massachusetts. In 2016, Zachary and his wife Sarah moved their family back to Troy, PA, where they now reside with their three school-aged children. Zachary is the founder and owner of Gates Law Office PLLC.

    Zachary is actively involved in his community, where he presently serves in the following capacities: Vice President of PGSS Campaign, Inc. (a nonprofit supporting a five-week intensive summer residential STEM program for outstanding Pennsylvania high school students); Secretary/Treasurer of Harkness Cemetery Association; Vice Chair, Administrative Council, Faith Community United Methodist Church; Vice President, BeST Transit; Board Member, Troy Lions Foundation; Board Member, Troy Area School District Foundation; Coach, Troy Speech & Debate Team.

    Commissioner Gates loves the hills and valleys of Bradford County, and encourages its residents and visitors alike to enjoy all that the region has to offer.

  • Michelle Shedden

    Chief Clerk

    Michelle Shedden began working as an Administrative Assistant in the Commissioners office in 2001, and became Executive Assistant in 2005. She was appointed as Chief Clerk in 2011 and currently sits on the Tioga Bradford Housing Authority Board, the Academy for Excellence in County Government Board, Prison Inmate Medical Cost Containment Board. She currently serves as the Chairman of the Airport Authority Board  and is the Secretary of Retirement Board for Bradford County. She is responsible for the recording, attesting and preservation of county records, the administration of oaths, directing the completion of all actions required by the Board of Commissioners, including budgetary and fiscal operations and personnel matters. Michelle and her husband Bryan live in Leroy Township. Bryan is a partner in the family dairy farm and they have three children and seven grandchildren.
