JOB SUMMARY: This is a technical position in the field of public health sanitation and vector control. Work primarily involves field identification, surveillance and control of mosquitoes. Work includes varied levels of communication with the public, specifically providing education in the form of: presentations, articles and personal interaction, to reduce the burden of vector borne diseases.

 

DISTINGUISHING FEATURES OF THE CLASS: The Coordinator will be responsible for mosquito larvae and adult surveillance in Bradford and Tioga Counties. The Coordinator will participate in a tick survey conducted biweekly, April 10 – August 25, consisting of 2 nymph sites and 2 non Ixodes sites; dragging a minimum of 100 meters per site in each county. The WNV Coordinator would also participate in educational events pertaining to mosquitoes and ticks in both counties. These events can be but are not limited to fairs, civic clubs, schools, state park events, farmers fairs, etc The Coordinator would also work with municipalities on identifying and reducing mosquito habitat. Habitat reduction events, such as tire collections or litter cleanups, can occur if funding is planned and available.

 

JOB FUNCTIONS:

1. Uses insecticides, sampling and control equipment safely; strictly following Department of Agriculture and Department of Environmental Protection laws and regulations.

2. Conducts field examinations of samples to determine insect: population, age, sex, and species.

3. Prepares samples of mosquitoes or other arthropod vectors for laboratory processing.

4. Enters sampling information into multi-agency database, including location and environmental data.

4. Coordinates surveillance and control activities with other program staff, including the Department of Environmental Protection.

5. Analyzes mosquito sampling data; determines which larval and adult insect populations require treatment to reduce the risk of human illness.

6. Conducts mosquito control activities.

7. Assists in the development of strategies with DEP program staff to develop alterations or innovations to existing monitoring and control programs.

8. Prepares analysis and reports of vector disease in Bradford and Tioga Counties.

9. Interacts with the public to provide education and prevention of vector borne disease.

10. Conducts other duties as assigned.

 

WORKING CONDITIONS: Some early morning and evening or night hours will be required. This position will be required to work with biting insect that may be capable of transmitting disease. The position includes outdoor field work in a variety of terrain and weather conditions.

 

PHYSICAL and MENTAL REQUIREMENTS: Ability to traverse a variety of outdoor terrains. Must have the ability to record, convey, and present information, explain procedures, and follow instructions. Must be able to work in environments that could carry infectious disease.

 

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

Properly handle, operate and utilize safety equipment during the course of mosquito control.

2. Use field collecting equipment.

3. Express ideas concisely (oral/written).

4. Interpret results from test.

5. Negotiate and carry monitoring and treatment equipment in rough and uneven natural and structural terrain in adverse weather conditions.

6. Ability to carry 40 pound bags of pesticide and 40-50 pound spray equipment.

7. Learn and follow data input procedures.

8. Operate a motor vehicle and/or independently travel to assigned work locations, meetings, etc.

9. Possess and maintain a Class C Pennsylvania driver’s license.

 

MINIMUM EXPERIENCE and TRAINING:

1. B.S. Biology or related field preferred.

2. Class C Driver’s License.

3. Obtain Pesticide Applicators License from the Pennsylvania Department of Agriculture for Category 16, Invertebrate Public Health and Core Competencies

GIS Planning Analyst $ 18.48

JOB SUMMARY:

The GIS Planning Analyst continuously updates the county-owned spatial data base in order for users to effectively utilize the County Geographic Information System.

 

DISTINGUISHING FEATURES OF THE CLASS:

The GIS Planning Analyst is proficient developing spatial data layers that assist county departments, agencies and various private interests to analyze trends and patterns of spatial behavior throughout Bradford County. The GIS Planning Analyst assists in the process of spatial data analysis and insures that both metadata and map accuracy standards are utilized in the development of spatial data layers. The GIS Planning Analyst works under the direction of the GIS Coordinator and ultimately the Planning Director.

 

JOB FUNCTIONS:

 

▪ Primary editor of all state and township road layer maintenance.

▪ Performs updates and corrections of existing and available spatial data layers.

▪ Manages metadata files that reference all modifications to spatial data layers.

▪ Transfer map information from analog formats into digital spatial layers.

▪ Assists in maintaining and updating spatial information displayed on the County Web Portal.

▪ Performs field investigations with a Global Positioning System (GPS) and/or Powerbook to verify key data points.

▪ Coordinate efforts between the Department of Community Planning & Mapping Services, Bradford County Conservation District, Emergency 9.1.1. Coordinator, Grants Coordinator, Assessment Office, Elections Office and any other County offices that require spatially corrected or newly developed data layers.

▪ Coordinates data exchange between the Department of Community Planning & Mapping Services and the Northern Tier Regional Planning & Development Commission.

▪ Performs ongoing address maintenance (application review, GPS location, assignment of new address), as needed.

▪ Assists in walk-in map inquiries, especially for FEMA Flood Map information.

▪ Performs QC function on data/metadata updates with other departments, municipalities and agencies.

▪ Assists with the County Planning Director and Community Planner with mapping associated with municipal comprehensive plans and zoning ordinance updates.

▪ Membership and participation with the County GIS Professionals of Pennsylvania.

▪ Performs other duties as assigned.

 

 

PHYSICAL AND MENTAL REQUIREMENTS:

Must have the ability to record, convey, and present information, explain procedures, and follow instructions;

Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;

Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;

Sedentary work with occasional lifting, 15-20 pounds;

Must demonstrate emotional stability;

Ability to cope with physical and mental stress of the position;

Must be able to pay close attention to detail and concentrate on work.

 

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

 

▪ Working knowledge of ESRI ArcGIS software, Adobe Creative Suite, Microsoft Word, Excel and Power Point. Ability to prepare and present technical graphic presentations in an interesting manner to planning and GIS professionals, municipal officials and the general public.

▪ Ability and background in proper Cartographic and Map Layout methods.

▪ Ability to establish and maintain effective working relationships with employees, peers, officials, other agencies and the general public. Provides the highest level of customer service to applicants and officials requesting information from the office.

▪ Excellent oral and written communication skills.

 

 

 

 

MINIMUM EXPERIENCE and TRAINING:

Graduation from a college or university of recognized standing with major work in Geographic Information Systems or Geography and related fields of study. The GIS Planning Analyst attends planning related meetings, conferences, seminars, workshops, and webinars to stay apprised of regional and state trends in practical GIS applications.

 

ADDITIONAL TRAINING AND EXPERIENCE:

The GIS Planning Analyst must possess a valid driver’s license and ability to provide personal transportation. The GIS Planning Analyst must be able to conduct site visits outside of the office and should be capable of entering sites and properties during varied weather conditions. Must be willing to continue participating in education and training opportunities related to new hardware and software environments.

Executive Assistant $ 16.40

TITLE: Executive Assistant
DEPARTMENT: Commissioner’s Office
SALARY: Grade: G18 $16.40
JOB SUMMARY: This is a shared position that works within the
Commissioners department and also assists as needed in the
Elections department. The Position requires some
knowledge of general accounting principles and practices.
Must possess math skills, customer service, and
organizational skills. A working knowledge of Microsoft
programs and computer proficiency. Detail-orientated,
accurate, and works well in a team environment. Must be
able to lift 50 lbs. during busy election periods. Performs a
variety of administrative duties in the County
Commissioners’ office; does related work as required. The
position involves frequent detailed duties of an
administrative nature with a wide and varied scope. The
primary responsibility is public contact within the County
Commissioners’ office. The work also involves matters of a
confidential nature. The employee is required to be familiar
with all phases of County government. The employee
frequently works with considerable independence of action
in preparing routine correspondence, giving information,

911 Dispatcher I $ GPSC18 17.24/hr

JOB SUMMARY:

Serves as dispatcher of police, fire and ambulance services in the operation of two-way radio and telephone; does related work as required.

DISTINGUISHING FEATURES OF THE CLASS:

Positions in this class are responsible for receiving and sending messages via radio and telephone.  The work is performed in accordance with a standard routine; however, room for independent action and thought are necessary in emergency situations when a supervisor is not available or the volume of calls is too great to justify any type of delay. General supervision is received from the 911 Coordinator.

 

JOB FUNCTIONS:

Receives emergency and nonemergency calls for police, fire, ambulance, probation, children services and other agencies;

Dispatches the proper crew to the emergency or nonemergency scene vis two-way radio or telephone;

Operates the police Clean computer terminal, entering and retrieving information;

Processes all call cards for police, fire and ambulance calls;

Tests equipment to ensure proper working condition;

Dispatches all disaster drills and weather problems;

Reads emergency operations books to upgrade present knowledges and skills.

Performs other duties as assigned.

Custodian I $ 40 hours per week

JOB SUMMARY:

Performs routine building cleaning and outdoor maintenance tasks; does related work as required.

 

DISTINGUISHING FEATURES OF THE CLASS:

This is repetitive manual work requiring efficient performance of simple building cleaning and outdoor maintenance duties. An employee in this class works under general supervision on routine recurring assignments, receiving specific instructions on each new or unusual assignment. The work is reviewed via inspection by the Custodial Supervisor.

 

JOB FUNCTIONS:

Sweeps, scrubs, strips, waxes and buffs floors;

Washes windows;

Dusts woodwork, furniture and other articles;

Cleans, sanitizes and deodorizes restrooms and replenishes supplies;

Empties waste cans, and ash trays;

Replaces light bulbs;

Vacuums carpets and upholstered chairs;

Empties trash into the hopper.

Shampoo carpets.

Travels between different county operated buildings in a variety of weather

Activating/Deactivating Alarm Systems

Other duties as assigned.

WORKING CONDITIONS:

· Works indoors at multiple county buildings in adequate workspace with adequate

temperatures, ventilation and lighting.

· Works with average exposure to noise from equipment both indoors and outdoors

· Normal indoor exposure to dust/dirt; more exposure when cleaning air ducts

· Subject to working different shifts as needed

· Subject to working in adverse conditions, depending on assignment.

 

PHYSICAL and MENTAL REQUIREMENTS:

· Heavy work, with frequent lifting/carrying of objects weighing from 20-25 pounds; occasionally lifting up to 100 pounds.

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

Some knowledge of cleaning methods, supplies and equipment, and ability to use them economically and efficiently; ability to understand and follow simple oral and written directions; thoroughness; dependability. Flexibility to travel to different work sites.

 

MINIMUM EXPERIENCE and TRAINING:

· Preferably some building cleaning experience or any equivalent combination of experience and training which provides the required knowledge

· Must have a valid PA driver’s license

· Must be willing to submit to a security checks

Probation Officer $ $18 per hour 40 hrs/week

REQUIREMENTS: Preferably some experience as a
professional probation officer and/or graduation from a college or
university of recognized standing with major work in criminal
justice, psychology, sociology, social work or a related field; or
any equivalent combination of experience and training which
provides the required knowledges, skills and abilities.
QUALIFICATIONS: Good knowledge of modern social service
practices and casework philosophy, methods and practices; good
knowledge of applicable laws; good knowledge of resource
agencies and law enforcement agencies; good knowledge of
individual and group behavior; ability to deal with children and

REQUIREMENTS: Prefer some work experience in police or general guard duty. Must be able to physically manage inmates and be aware of the demands of a correctional facility. Must possess high school diploma or equivalent. Prefer some criminal justice course work. Must be available for shift work.
